The conditions for the development of the medical cannabis market in Ukraine were formed on August 16, 2024, after the entry into force of Law No. 3528-IX "On Amendments to Certain Laws of Ukraine on State Regulation of the Circulation of Cannabis Plants (Cannabis) for Use in Educational Purposes, Scientific, and Scientific-Technical Activities, Production of Narcotic Drugs, Psychotropic Substances, and Medicinal Products to Expand Patients' Access to Necessary Treatment."
The legalization of medical cannabis in Ukraine began to be actively discussed in the early 2020s. Individual deputies of the Verkhovna Rada, members of the Committee on National Health, Medical Assistance, and Medical Insurance, representatives of the Ministry of Health raised issues regarding the regulation of cannabis in Ukraine, which initiated discussions about the feasibility of its legalization. The initiators emphasized the potential benefits of using cannabis for the treatment of various diseases, in particular chronic pain, epilepsy, and post-traumatic stress disorder (PTSD).
The results of the 2020 referendum became a significant argument in favor of legalization. 65% of Ukrainians expressed support for the use of cannabis for medical purposes, demonstrating society's readiness for changes in this direction.
